"How can we help you? " A rhetorical question?

I am a very poor man trying my utmost to hold things together in tough times. Note that I am not trying to garner sympathy, but it is relevant to my complaint.

I needed a bit of money in a hurry whilst waiting (once again) for six days for some PayPal funds to be paid into my account, but it seems I do not qualify for a temporary loan. I was informed by somewhat rude and totally disinterested staff at the Woodlands branch that it was impossible to override the computer system to make a temporary loan available to me, whereupon I asked to see the branch manager. I was told that she was at another branch and would only be available at 11:00. I asked whether it was possible for her to phone me and was handed a deposit slip to write down my number. It is now 15:15 and I still have not received a call from the manager.

Is it that I am just too poor to be bothered with? If you were to calculate the percentage of my bank charges to my income, it would be substantially higher than their wealthier clients. Or is it just a total lack of interest?

"How can we help you? " Is this a rhetorical question? Perhaps you can start by showing enough interest to talk to your clients.
