How does one get FNB to refund incorrect charges?

I pay for toll fees with my credit card and twice this year the amount was double-billed (subtracted twice). I informed the card division by phone and was asked to send the info by e-mail to [Email Removed] which I did. After no response, I contacted them again and was asked for specific information (most which was included in the original e-mail). Once I send an e-mail, I never hear from FNB again until I query it. My first query was sent on 8 August and I am still struggling to get a refund. This is the second time this year that FNB subtracts money incorrectly from my account and I then struggle for months to get it refunded. (And, of course, no interest is added to the refund.) Retailers cannot charge the same amount to a card immediately after it has been used. Why is it allowed at the toll booths on our roads? To date, I have still not been refunded and still don't receive replies to any of my e-mails!
