Gunite pool popped out because of heavy rainfall

Cape Town was hit by unusually heavy and persistent rain during August, especially on 28 and 29th August. it resulted in bad flooding in the Edgemead/Monte Vista area where we reside. On the morning of Thursday 29th August (6am) my wife woke up to find our 6m long gunite pool had lifted out of the ground and was standing at an angle. The surrounding paving had also caved in. Outsurance sent an assessor who said we must'nt stress. That we are covered for this type of unexpected disaster. A contractor sent by outsurance estimated the cost at R90 000. A few days later we were contacted by outsurance who stated they would not pay the claim. They say the damage was caused by rising water levels and not an act of nature. We are covered for acts of nature but apparently not for damage by rising water levels. Maybe it's just me, but what caused the water under by pool to rise??
