ABSA Top up cover not delivering

I was involved in a car accident on 1st September 2013, of which my car was written off as a consequence thereof. My agreement and primary understanding with ABSA top up cover was that in an event of a car accident they would then pay the remainder of the money incurred from the bank interest right after the car insurance has paid according to the value of the car. To this day, they have not fulfilled the agreement as yet. After numerous discussion's dating back from 10 September 2013 they have yet to pay the amount, even though it was promised to be paid out right after my car insurance had made the payment on 27 September 2013.
