Handed over whilst dispute not finalized

After my hospital stay, i lodged a formal complain as the hospital bills and doctors were rejected. This has been going on since July 2013, yesterday (09.10.2013) i received a sms informing me i have been handed over to ITC!!! Brilliant, as the dispute isnt resolved due to people that only investigate part of complaint.
