Ebucks earned on CCard statement but no points???

I have not received my ebucks for September month which reflects on my credit card statement and usually get my ebucks around the 5th of each month. I have also swiped my credit card at Checkers about a month ago and no ebucks earned to date. After sending an email there were absolutely no response to date. This is unacceptable because I have to pay the ebucks annual fee for this kind of service?
