R400 promotion a farce with Outsurance?

Contacted Outsurance 23/09/2013 regarding insurance quote following from promotional advert. Advised that cannot obtain R400 even though I can validate that current premium cheaper. Referred to Terms and Conditions, against terms and conditions I can still validate that I am warranted R400 promotional offer, but there seems to be no resolution. Spoken to Moosa Shimati, Karabo Koboyankwe, George Ekhabuyane and referred to Lizelle Groenewald (who has not returned my call). Would like resolution or a reasonable explanation.
