Ridiculous Excess

Okay, so my handbag was 2 days ago and my car keys where in my bag. I called my insurance, OUTSURANCE, I logged a claim for my car keys. After sending them the police report as well as the quote for a "coded" key which was R1600.00 i received a call from the wonderful Thandi. She was a real sweetheart and definitely doing her job. She informed me that I am covered for R5000 for my key. She did receive the quote for R1600 and just wanted to inform me that my excess for this claim would be R3400.00.
Outsurance, how the F%^$ is this even possible? What the is the use of having insurance if they are just cheating you out of your money??? This is the most ridiculous thing i have ever heard from an insurance company.
