Claim approval not paid in full

Medical aid member no. 93300077922/01.
Dr. Mennen's consulting rooms contacted the scheme for approval of a medical procedure he needed to perform on my wrist. Authorisation 71157583 was issued with only codes that was approved, no mention of amounts to be paid. Like any reasonable person, I accepted that the authorisation was proof that the procedure would be paid in full.
After the operation I paid the doctors account of R15 741.25 and submitted a claim for refund to the scheme and received only the amount of R4 975.65.
I find this shocking and this case should brought under the attention of the Registrar of Medical Schemes.
