Who is responsible? Who can I speak to? No one!!!

I made a loan with the Bank, up until today the loan has not been approved, I sent an e-mail to consumer advocate to query the account, still no reply. Who can I speak to? no one but I must fax, or email, which there's no one answering anything, I wonder if there are any people working there. I tried to contact the supervisor of at the confirmation department, it went on voicemail, I had to hold on for 15 minutes, I ask myself is this good service that they preach everyday. I wanted to pay a couple of things and now I'm still stuck and don't know what to do!!!
Can somebody help!!!
