Transactions exceeds allowable limit!

On 15 Decemberv2012, I reported my card with ABSA. Ref no CET 15/12/2012 . I was told by the consultant that all transactions from this point will be stopped. I was charged R 104 for a lost card on 16 December 2012 . ( this is what the updated website says " Free Lost Card Protection, which means that if your card is lost or, you will not be held liable for any transactions that may occur on the card after you have reported the loss or. Once you have reported the card missing by contacting us, it is stopped immediately and you will be sent a new card. Please note that the Free Lost Card Protection does not cover the cost of replacing a card and a lost card administration fee will be charged to your account
" )An amount of R 7000 was taken from a merchant without authorisation on 19 December and R7000 again on 19 January 2013 .

As far as I know my limit is only R 16 200. How is it possible for a transactions to exceed my limit by R 14000 excluding all interest charges.
