Promise not kept

Last week a loan amount of R4 300 was diposited on my account but it was nt a full amount that i qualified (R7000) for as some of it was to be transfered or paid to Capitec but on Saterday i was at capitec & they confirmed that no amount was paid to them.
Capitec debited their amount & now i'm running short as that amount was supose to be paid by African bank - i need answeres
