Waiting for car papers over a yea

I purchased a vehicle through Absa VF with final payment made in Feb 2012. Received the vehicle papers for change of ownership and was told by the licencing department that the papers were incorrect that another set had been issued to Absa in 2007 and that Absa had given me the wrong papers. Since then I have made many, many phone calls, sent many, many emails and still have no papers from Absa - have never ever had a call back or received feedback. How am I supposed to put this car in my name without the correct documents.
Its now been more than a year? I am sure if I had missed a payment Absa would have made enormous effort to get the money, but they make absolutely zero effort to give me my car papers. Disgusting. Would someone please get back to me and sort this out.
