What time exactly does the bank close???

Today I went to collect a mastercard at my Nedbank Branch in Norwood. I arrived at about 16.45 and the sign on the door says that they are open until 17h00. The lady at the counter was finishing with a client and then when I got to her she said, let me quickly help you because I have to go. I then told her that I would prefer to be assisted by someone who is not rushing off and she said that no one else could help me. I then asked who was in charge and she said that the bank manager had left and no one was in charge of the bank at that time and that the staff only stay voluntarily, and that she had volunteered to stay late. In the 5 minutes it took her to give me my card, she answered 3 phone calls- all obviously from the person who was there to pick her up, telling her to hurry up.
Firstly, if the bank is open until 17h00 then there must be the same level of service until that time. Secondly, if customers are asked not to use the phone in the bank, how dare a bank employee answer calls while busy with a customer??
At no point did the bank employee apologize for her bad attitude and obvious unwillingness to help me. This type of service and poor attitude are totally unacceptable!!
