1 year to cancel policy and still not cancelled!

I am writing this on behalf of a work colleague who has been trying for over a year to cancel one of his policies and after numerous phone calls, faxes and emails the policy still remains open.

You only get to speak to the supervisor on duty at the time of the call, no-one higher and after going through the whole spiel about wanting to cancel the policy and why, they say yes, yes and still you get charged again the next month.

They even promised to have a Zulu speaking person phone back to get all the details from the policy holder, but 2 months later the call has still not come.

What else needs to be done to get this policy cancelled?
