Insurance company that insures partially

Last year December the sky light at the house was damaged by wind due to the stormy weather. We lodged a claim same day and we were told only during office hours, we did that and the sky light replacement was assessed at the cost repair of R37000.00 Regent said that they can only assist with R6000.00. What is the point of insuring a house if the company will only pay a 1/4 of the repair cost. I requesting assistance in fixing my sky light!!!
