Overdraft reduced when I applied for debt review

So at the time of application my overdraft was R50000. Then you took R12000 from my salary and changed my overdraft to R38000. Is that even legal to just take the money?
Just to put it in perspective. After paying my dept counselor the agreed amount I only have R14000 for the rest of the month. Now FNB took R12000 without warning meaning that last month I only had R2000 for food fuel food and so on. Then after fighting with everyone my dept counselor said that FNB agreed to pay it back. So on that promise I made a plan with family and friends till it is paid back... Now I heard that is not going to happen!!! What now?
So I am going to ask again IS THIS EVEN LEGAL?
