Promise of fee waiver not honoured

On the 18th of July I was called by KWANELE MBONISI NGWENYA and given awesome service. He told me that the pro rata premium plus joining fee would be deducted and I told him that I had far less than the amount in my account and he put me on hold while he spoke to his manager, then came back telling me they would waive the joining fee so I just had to ensure I had enough for the prremium. I had to deposit cash in my account to cover the impending deduction. I ended up purchasing a car different to the one I was quoted for so on the 26th I was called by MATOME MOSEAMO about cover for the second vehicle and when I told him that previously I had been told the joining fee would be wqived, he told me that that doesn't normally happen when premiums are below R800. I'm very disappointed because the goalposts were changed, surely OUTSURANCE is obliged to honour their initial promise to waive the joining fee especially since I brought up that this is what I had initially been promised
