Unable to get resolve on winding upestate from2010

My brother passed away in March 2010... I subsequently started winding up the estate with a private lawyer (which was almost complete after a couple of weeks) whe it was discovered that a will was in place with FNB... all documents were handed over to Mr Daneel in June 2010... I have sent numerous emails and tried calling hundreds of times and it seems that this gentlemen is always on leave and nobody in that department can assist. It is obvious that there is no heirachy in the deceased estates department as nobody is checking on work employees are doing or in my case not doing. This has now placed my brothers family in a dire financial situation as we are unable to sell the only asset that was left behind, being the house... what do I do??? continue to tell his kids that they have to suffer while FNB takes their time with their dads estate. Please help and can you please make it sooner rather than later.
