Closing account

I have a dormant savings account. Upon closing it at the branch, I was informed the account required a payment of R75. There have been no transactions on that account. The funds were used up for "administration" fees therefore I will not pay the R75. Does my savings account suddenly have an overdraft??
I kindly request the closure of my savings account and the R75 waived.
