No answer / No Papers

At the end of May I paid up my vehicle finance with ABSA. When I called them to get the original papers of the vehicle they said I must call the Legal department. Untill today I tried to get hold of them to no avail. After 4 years that I have paid I am still not the legal owner of my vehicle.
