Cloned vehicle, Standard Bank the title holder?

In November 2012 I went to renew my cars license, only to be told that the vehicle had been cloned and was registered to someone else. I then requested that Standard bank send me the registration papers as they were still listed as the title holders even although the vehicle had been paid in full two years prior.
To date Standard bank legal have not resolved the issue despite numerous telephone calls, reference numbers
etc. they keep on promising that someone from legal will call me the same day, this never happens!!
In the meantime I am unable to use the vehicle as the license has expired. I cannot resolve the issue with the license department unless I have the original vehicle reg papers!!
