You pay years for no service

I opened a policy with auto care on the 10/06/2010.3 years later and i didn't receive ANY paperwork from them. Phoned them numerous times to come and inspect vehicle for dents to be fixed and no one pitched. I lost their number and one of my friends gave me the number because he wanted to take a policy by them. I said to him not to waist his time and money. in 3 years no one could phone or send any paperwork and i didn't get the service that i paid for. I want some if not all my money refunded to me. You pay every month and get no service so why am i not getting money back? Now that i wanted to cancel my policy they want to send me the paperwork and send someone out to me. Why now??? Now i can "loose money" if i cancel now but why do i pay and not get service??? I'm loosing money now. I want money refunded for lack of service.
