Card charges for Faulty bank card

I received a new Cheque card last year. I have complianed about card from day one because it does not want to swipe at any shop. When I reported it the consultant said there was a problem with the chip of the card and that they would logg a call with Helpdesk. After a while i was told that i should try the card again. The card is still faulty up until today whereby i have to enter my pin 4 times before it goes through or the card declines which is embarrasing. Yesterday I applied for a new card and they want to charge me R160 for a card that was faulty from day 1???
This is totally unacceptable. I will not pay for something that should have been fixed in the first place.
