Tracker Not Working

The Tracker in the Car was install wrongly,

1) they can only fix it on the 19 February 2013
2) what if the car gets
3) im not asking for a new tracker im asking them to fix the tracker that they have installed wrongly

why must i wait if they were wrong? can i withold my payment? and only start paying them when i have the complete product? why am i paying full price for half a product?
