Approved loan - no payout

The personal loan had been approved - you sent 3mnt statements payslip and copy of you id. Then there is a 1% fee that has to be paid. This is what they say"The funds are paid out the same time" and then there next response to you is"There has been a mistake on the fee, it should have been 2 % But I am trying to arrange the balance from my side to pay it over, so your payment can be made asap. Sorry for the inconvenience." Some time after this when you query what is going on then they will give you a reply"Allow me to follow up, and send you proof of payment" So everytime you querie there response will be the payment will be made today or they has some technical problems. Well this started on the 2013-04-17 and until today i have not receive any response nor the money
