ABIL holding on to my refund

I settled my ABIL loan and then my account still show active after that not knowing I applied for another loan with another institution and they also settled the same loan that was suppose to closed. I do have an active ABIL so they took the money that was in acredit/overcredited and paid it to my active account and now my active account is over paid and this was done with out my instructions and now they dont want to refund me the money I have been waiting for a full month now and still nothing. I also have to pay this other institution the full amount that I borrow but I did not have any use of the money. This is unfair practise and if they dont refund me soon I am going to take this matter further.
