Illegal deducting of funds without consent

I inquired via the web site for a loan. They deducted R399 on 26 March 2013, from my account without me signing any agreement document, nor did they offer me any product/loan, nor received any correspondence from them since then.
I have contacted them, but have no response! My bank, Capitec, also refuses to reverse the debit order as they now have new policies in place that makes it impossible to reverse a debit order. They demand a letter from the 3rd party giving permission to reverse the debit order, which is impossible seeing no response is received from them.
