Why is settlement amount same as outstanding!!!

I've requested a settlement amount on a vehicle we would like to sell. Somehow the settlement amount amount is exactly the same as the outstanding amount. How is this possible. Also requested several times for a copy of the contract, as the dealership told us it will be posted to us by MFC. Still no contract and therefore not sure what is what?
I would not do any financing through MFC ever again as the service are poor and also have to phone for statements everytime!!!
