Empty Promises!!!

My dad's account has been debited with R391.42 each month for the last year for a car that he never bought! On more than one occasion and hundreds of rands worth in airtime my father has been in contact with Budget to get his money refunded back to him as he was paying for a car he never bought... After geting messages saying - Dear Mr Fourie, can you kindly send a letter from your dealer confirming that you did not take delivery of the vehicle to policy services. and Dear client, you refund request Ref no:4279204 has been received and then another message saying they are still going to debit his account the end of this month. I then phoned as well explaining the situation and I was promised to receive the call log that they say they had. This call states that my father agreed to the insurance but they can not send us any proof of such a call, there was no paperwork or anything connecting my father to budget. Can you stop making promises and can someone just sort out the problem.
