My Father paying for a Car he does not have

My Father bought Nissan Navara in November 2011 from Inspectacar Pretoria north. The car is forever broken and my Father managed to pay substancial amount to have it repaired but it did not help and last year September 2012 the supplier collected the car from my Father saying he is going to repair it in Pretoria to a workshop of his choice. Now we are about to pass a year but no car and my Father is paying the car he does not have but kept by the supplier somewhere in Pretoria. I have been in contact with him recently but he does not stick to his promises let alone give feedback. I need help, my father is old and he does not have energy to carry on because of the matter.
