Misleading Advertised Service

My husband and I recently purchased a groupon for an advanced driving course via groupon, the fine print stated that we would receive an advanced driving course, a theory course and a certificate upon completion, we received 2 out of the 3, we received the theory and the certificate. The fine print also stated the picture is a representation of the groupon, which is a picture of someone driving!
This did not happen!! We asked for a refund after the service was not delivered, groupon told us that you cannot receive a refund after claiming your groupon, I went through all their t's & c's and this is not stated anywhere! The consumer act has taught us that
Suppliers are not permitted to, directly or indirectly, provide consumers with false, misleading or deceptive representations regarding goods or services; and
Suppliers are not permitted to use exaggeration, innuendo or ambiguity when referring to goods or services or the benefits thereof.
