Bad attitude

I am not sure if you can assist but its worth a try. I wanted to appluy for a WILD CARD. I was informed that you can only obtain the card in Tokai Cape Town. I do not understand. I stay in Boston Bellville and they are telling me they do not have a office in Bellville?? This does not make sence petrol is expensive. I wonder if tyhey realy want customers. I cannot apply on line. I would like to know why they so stuburn and rude to customers when you call them. Your feedback will be appreciated
