Late and broken down and non-refundable

I take the bus on a daily basis from cosmo city to johannesburg and depend on the bus to get too work for the past few months The Public Utility Transport Corporation (PUTCO) have been giving us a old bus that breaks down all the time and we have to get a taxi and haven't been refunded our money which we were promised. We have been asking for a new bus and haven't got one and on the 16/02/2013 the bus didn't arrive
