Vague Regulations of Permitted Goods on Aircraft

While checking-in from OR Tambo airport on the 22 December 2013, I was stopped by the "check-in" staff at the Emirates counter saying that I was not permitted to check-in cooking pots, which was in the manufacture's packaging, into the aircraft. I stated that I obtained confirmation from Emirates that there were no restrictions for the pots to be on the Emirates flight. The "check-in" staff directed me to their supervisor which then mentioned that it was Airports Company South Africa (ACSA) new regulations and it I was not permitted. I ask to see the regulations and I was presented with a printed document of prohibited items and in the list it made mention to "Household Goods" and not cooking pots. Household goods can be anything that resides within an individual's household. I argued that this was not clear in the regulations and I was told that if the pots were in a suitcase it could then be permitted. I had to make alternative arrangements and suffered tremendous stress and was the last to check-in and finally board the flight. If there are new regulations for items not permitted on aircraft, they must be clearly stated and available for the public and not at departure date.
