No baggage leniency

Traveling & Tourism

On 15 December 2013 my wife and I with out 2 year old (full paying) flew from JHB to DBN on flight MN617 at 18:50. Our tickets include in bag each at a maximum of 20kg which totals to 60kg. When departing from JHB we had no issues as the staff were very accommodating and there wasn't even mention of our over weight bag (23kg). When leaving DBN we were told we were over weight (24kg) and our bag cannot be loaded until reduced in weight. After a long debate with the ground manager eventually we asked if we could pay for it and then were told that if we pay a fee of R250 we can then take our bag... What justifies this and who makes these unfair rules? What makes it "ok" if we pay R250 with no change to the bag? Where is the compensation for the other 25kg we didn't need to use? We also had no hand luggage.
I am not happy with the discussion of the ground manager as he could have easily been reasonable enough to allow the bag without the inconvenience to my family. 4kgs??? That's what this is all about.
