Wet luggage on SAA flight

I am submitting this complaint on behalf of Miss L M Oosthuysen who experienced very bad service this morning.
Miss Oosthuysen was on flight SA 1081 (seat 6B) from Cape Town to Bloemfontein.

Her booked baggage was totally wet on arrival in Bloemfotein.
Her complaint to Lennox Yotia at the SA Express counter was dismissed: "It is your problem, not mine". He refused to assist her in any way. He gave his phone no as 051-4084848.
Not only was her suitcase wet, but also all her newly laundered clothing for her business meetings today.

This is definitely NOT good service in my opinion.
If no responsibility is taken for booked baggage, can passengers take ALL baggage inside the plane with them?
