Poor service

Booked a bus to leave from Park station to Thohoyandou at 08:00 29/09/13. 08:26 and the bus still hasn't departed, been in this queue since 07:30. They are telling us the Bus Driver can't leave without a passenger list, isn't this passenger list done in advance? Is this the service we get for not getting a better company
