RCI promise

We are members of RCI. On my wife's birthday (11 Jun'13), she received a sms from RCI, saying, that if you book a holiday on her birthday, she will get 25% back on the total points for that specific booking. The booking was made on the 11th, but the account wasn't credited with the 25%. I did query it through RCI (via e-mail), upon an employee responded and said that she will follow up. So, when I didn't get any respons after a few day, I follow-up again, on which they are still busy with it. Until today (16Jul'13) there was no futher respons. Why promise something if you can't honour it. The sms was as follows: "Happy birthday from RCI! Book today and get 25% off a local Bonus or an Exchange holiday..."
