Is SAA exempt from the Consumer Protection Act???

I bought a return ticket for my family and I (4 people) to Lagos on the 2nd of July and wanted to change to just one person flying on the day. I was told ticket is non-refundable, now does this not fly in the face of the consumer protection Act? Is SAA exempt from this act?
