Thievery!!!

I was returning from an overseas trip. I entered SA at OR Tambo airport where i had to collect my baggage and recheck it for CT. My lock was still on when i checked it in at JHB check-in, when i collected my bag at CT Airport the lock was cut off and the bag was scratched in. All bags inside my suitcase was opened, even my toiletary bag, which made me feel very violated because that is a personal thing. What is worse they placed someone's camera bag in my suitcase with only the charger and cables in. It had an American connection so it was a foreigner's bag (This is the welcome SA gives tourists and visitors!!!). I called baggage security and stated my case they took my email address and said i would be contacted as i wanted to return the camera bag in case it was reported by the owner. Two weeks later i have not received an email and still have the camera bag. I guess they know that they hire then because they didn't seem surprised when i made the claim. It disgusts me how people that is supposed to be taking care of your bag can feel they have the right to open and take your private possesions. VERY DISGUSTED BY SAA!!! Something must be done.
