Still have not been refunded

I complained about vodacom about not refunding me and i was contacted by the store and they promised me again that i will be refunded but still nothing has been refunded. I have forwarded them my banking details and was told that i will be refunded before the end of business and i made follow up with them about this and they have ignored my emails. The story of my initial complains is stated below:
I was due for an upgrade on my contract, so i decided to go into vodacom shop in Bloemfontein, water front mall (26 February 2013) to do my upgade there because i was in their city for work purposes. I wanted a galaxy tab2, silver in colour but the sales person told me that they did not have it in stock. I then asked when will they have it and he said before the end of the week. I then asked him "if i buy this cell phone here will i get it before i leave on Friday because i don't leave in Bloemfontein" and he replied me and said yes, you will have the cell phone before Friday. I was then asked to pay an administration fee of R150. To my surprise, I ended up leaving Bloemfontein without receiving my cell phone, so after that i was promised that it will be delivered to my home. After 2 wee
