Frustrated with Cell C accounts department

I have had two cellphone accounts with Cell C for the past 4 years and everything was going well until i upgraded both of the contracts end February'13. I have changed both of the contract types from Top up's to Straight up's and this is where my nightmare started. I received a bill from Cell C of R200 and they then disconnected both my lines. I phoned them and after speaking to like 10 consultants in two weeks and everyone saying the account department will phone me back which THEY NEVER DID! they send me a emial saying i was billed incorrectly and they credited the R200 but i have then already paid which was then in credit. I have two mailed statements and invoices confirming this. Now this month they blocked my line again saying that "no payment was received" and that "there is now trace of the credit amount i am refering to". I phoned a consultant today and he just said that if i do not pay the outstanding amount he can not open my line, i asked to speak to the accounts department but apparently they do not have a contact line! I've send email but keeps on comming back as undelivered! What am i suppose to do now??? I have a blocked line and no one to contact who can help!
