Unauthorized Contract

I called 10210 to cancel my adsl and data from Telkom. The consultant then offered to reduce the adsl line rental fee by 25% BUT did not mention anything about a CONTRACT. My next bill showed that i now on a 12 month contract with Telkom although i have NOT authorized them either verbally or in writing to do so. Is this legal?
