"network congestion" excuse

I have a contract with CellC for voice and data on an iphone 4.

For the last month or more I have been struggling to receive any voice or data service in the JHB North area. This is at my residential address in Bryanston and at work in Sunninghill.

My phone calls doesnt come through - I will just receive an sms stating that I have had missed calls. I cannot connect to the internet. Even watsapp will not connect. This is despite the phone showing full connection and 3G.

I have contacted the technical department on various occasions where they make me manually set carrier services and network connection - all with no result. Usually at this point, after half an hour on my land line (remember my cell doesnt phone) I get the response that it is network congestion and the technical department will contact me back. This is without getting a reference number at all. When I demand to know by when they will contact me back, I receive the response that this will happen when the "network congestion" is resolved. When I ask how long that is going to take, I am told maybe a month or more- they cant say for certain.
Surely this is grounds for cancellation of the contract?
