Telkom not willing to help at all?!

I have recently moved into a well established complex and when I phoned Telkom to ask for an activation.installation of a phone line they simply told me that there is no infrastructure in the area and that they will not be doing anything during this financial year. There are clearly over 300 units in this complex and there are phone lines installed! How can there be no infrastructure for my unit? Is this some sort of joke?

I then tried calling again and was told the exact same thing? How can this be possible, they simply say no without even telling me why? Everyone around me has a phone line but there's apparently no infrastructure in my area? What is that supposed to mean?

I would at least appreciate some correspondence instead of a plain apology and a goodbye.
I'm very disappointed as there is obviously something funky going on, there clearly is infrastructure here, it is in a well established and populated area. Douglasdale, Sandton, Johannesburg.
