Sim not activated after 2 weeks!!!

Eceived a new cell phone from cell c on the 13/03/2013. sim is still not activated. sent email to customer care. no response after 48 hrs. resent. still no response. went to richardsbay cell store confirmed that the sim is not active, they cant do anything need to call 084 145. called and spoke to phineas. he checked and said it shows active on system. told him it is not. been to store as well and they also confirmed it's not active. he said systems are down. he will call me back. gave him office and cell phone no. still no joy. if they try charging me for this period i will have the money reversed.
