MTN useless with blocking IMEI numbe

My phone was in February 2013. I had the IMEI number blocked, but apparently either MTN is corrupt and unblocks it themselves or they don't do it correctly to start with.
Now during March, my whatsapp account is active and shows an available status (which should be impossible for a blocked phone) and keep receiving emails of samsung video hub that was registered and also other apps.
I went into the Malmesbury branch and the lady told me that the IMEI number is like a SIM number and can be changed (come on, really, are they that incompetent or do they think I am an?) She did not seem concerned at all and did not want to try and blacklist it again or even look at it. I was basically told that I should just accept it.
Also, if the phone was unblocked, how were they able to do that without my ID number or identification? And how did they manage to do it that fast? I am starting to wonder if it was even blacklisted at all?
