False advertising and lack of response

After many years with Vodacom, I am seriously considering switching to their competitors. When my time to upgrade my two mobile contracts came, I applied through the web to obtain the advertised deal: [URL Removed]
this deal costs 249 Rands per month and according to the numerous Vodacom employees with whom I have discussed recently, including a chat of which I keep the record, it is only available to new subscribers. They all want me to subscribe to the deal that is identical and costs 269. When I point out that nowhere in the offer it says so, the latest person I chatted with (Ricardo) pretends that the add says contact our sales department and that ought to be enough for us (silly customers) to understand the deal does not apply to upgrades!!! It has now been 10 days since I originally applied through the web (I am left wondering why bother since in any case a 'representative' has to call you to conclude the deal) This is not acceptable and in my opinion, a large and reputable company such as Vodacom should not engage in this kind of behaviour.
