No data throughput despite clear 3G signal

We are paying every month for a data contract, but Cell C fails to deliver. We have a 93% signal most days, but the data throughput is so low that most web pages times out. It is just unworkable!
The call centre had us uninstall and reinstall the software and drivers a few times - no difference.
Email to technical support gets no response.
How do one cancel or get out of this contract?
